REHABILITATION COUNCIL OF INDIA

Rehabilitation Council of india is a Statutory Body of ministry of Social Justice & Empowerment, set up by an Act of Parliament in 1992 and charged with the responsibility of planning, developing, and standardizing the quality of training for sixteen categories of Rehabilitataon professionals under its purview to meet the needs of span of persons with disabilities This Act was futher amended in the year 2001 to widen the reponsibilities of the Counicil to include:

  • Standardization of training courses for professional/personnel's needed for the special education or rehabilitation of persons with disabilities.

  • Regulation of training policies, programmers and standards in the field of Special Education and rehabilitation.

  •  Recognition and Monitoring of Institutions/Organizations/Universities offering courses for training of rehabilitation professionals.

  •  Maintenance of a Central Rehabilitation register (CRR) of all qualified persons in the field of Special Education and rehabilitation.

Under section 13 of the RCI Act, on person, other than the rehabilitation professinal/ personnel who posses a recognized rehabilitation qualification is on the rehabilitation Register (CRR)

  1. Shall hold office as rehabilitation professinal or any such office (by wthatever desigmation called) in Government or any institutional maintained by a local or other authority.

  2.  Shall practice as rehabilitation professinal anywhere in india

  3.  shall be entitled to sign or authenticate any certificate required by any law to be signed or authenticated by a rehabilitation professinal.

the Act further states that those who act in contravention of any provision of subsection (2) cited above shall be punished with imprisonment for a term which may extend to one year or which may extend to one thousand rupees, or with both.

In imprisonment its responsibilities, over the last decade and more, the rehabilitation Council of India has piayed a crucial role in offering a better quality of life for persons with disabilities. The Council has developed numerous need based training programmes for special education and rehabilitation of persons with disabilities. Further, RCL realized that in order to meet the huge need for trained manpower in the area of special education in the country, the most viable option was through the distance mode of educating by offering distance education courses.

Distance Education in itself is a growing field, as it offers the option salf at study at the doorstep of the student, along with the support and guidance of trained faculty at the Study Centres close to home. It allows the student trainees flexibility of study hours and enables them to continue to work and study at the same time. Moreover the system of distance education hasthe potential to fulfial the enormou responsibility of universalization and democratization of education, as it holds the promise checking the falling standaeds at reasonable cost, making the optimum use of media and technolog and providing education relevant to the needs of the country.

The rehabilitation Council of India visualizing the benefits of distance education in the area of disabilit rehabilitation and its potential for preparing rpofessinals in the field of Special Education began collaborate with Open Universities to promote and implement Special Education training programme for the empowerment of a special taeget grup of leplement with disabilities. The first State open University to come forward and collaborate with RCI for launching Special Education Programme through Distance Mode was Madhya Pradesh Bhoj (open) University (MPBOU), Bhipal in the year 2000. This led to the conduct of the B.Ed Special Education (BEd(SEDE)) Course with specialization in 4 disability areas i.e. HearingImpaiemetnt (HI), Visual Impairment (VI), Mental rehabilitation (MR) ar Locomotor Disability (LH), through approved Study Centres across the country. (Presently, the Coures is being offired i n three disability areas only viz.. Hearing Impairment (HI), visual Impairment (VI) and Mental Rehabilitation (MR)

With the growth and popularity of the Distance Education option since 2000 and with the emergen of an increasing number of career opportunities for trained special education RCI has over the la few years entered into agreements and collaborans with more State Open Universities for offiri this B.ED (SEDE) programme in English, Hindi and the regional languages;

The Universities that are currenty recognized by the Rehabilitation Council of India (RCI)to cond the B.ED (SEDE) course for the 2008-10 batch are:

  • Madhya Pradesh Bhoj Open University (MPBOU) in English & Hindi medium

  • North Easterm Hill University (NEHU) in English & Hindi medium

  • Tamil Nadu Open University (TNOU) in Tamil and English medium

  •  Babasaheb ambedkar Open University (BAOU) in Gujarati medium

  •  Kaenataka State Open University (KSOU) in Kannada medium

A Common Online Entrance Test is now being conducted for admission of B.Ed (SEDE) the 2008 batch at MPBOU,NEHU,NSOUANDBAOU.
